To set up the game, follow these steps: 1. Divide goods (except sheep and cattle) into two piles and place each pile in its designated compartment of the goods boxes [1]. 2. Open the goods boxes and place them on the table next to each other [1]. 3. Place the large action board in the middle of the table [1]. 4. In a 4-player game, add the two extension tiles to the game board by randomly choosing which side is face up [1]. 5. Place the supply boards for special tiles and ships next to the goods boxes [1]. 6. Place special tiles on the oval supply board [1]. 7. Sort ships by type and place them face up in separate stacks on the supply board [1]. 8. Shuffle eight mountain strips and turn two of them face up (three strips for a 4-player game) [2]. 9.
