1. Lay out the game board designed for 3-6 players [1]. 2. Place the following items next to the game board: Display Boards, Money, Town disks, T rack tiles, New City tiles, and Dice [1]. 3. Place the Turn Track marker in the 'start' circle on the Turn Track [1]. 4. Put all the red, blue, and purple, yellow and black Goods cubes in the bag (white Goods cubes are only used when playing with the Southern US expansion) [1]. 5. Randomly draw one cube at a time, placing it in the Goods display by filling out the entire first row from the upper left hand square to the right, then filling remaining rows until each square contains one cube for a total of 52 cubes [1]. 6. Place the starting Goods cubes on the map (setup varies between maps; for the Rust Belt map: randomly draw three Goods cubes and place them in Pittsburgh, randomly draw three Goods cubes and place them in Wheeling, and for all remaining Cities, randomly draw and place two Goods cubes from the bag in each City) [2]. 7. Players choose a color and take 25 round wooden disks in that color (leaving 5 of each color aside for expansions) [2]. 8. Each player places a disk on the Engine T rack in the '1 link' space [2]. 9. Each player places a disk on the Income T rack in the '0' space [2]. 10. Each player rolls 3 dice, with the highest rolling player placing a disk in the '1st' place on the Player Order Track, and so on until each player has placed a disk on the Player Order T rack [2]. 11. Each player places a disk on the first space (2 shares) of the Issued Shares Track and receives $10 [2]. 12. Each player places a fifth disk close to the Selected Actions display for use later when choosing an Action [2]. 13. Each player keeps their remaining 20 disks in front of them (these are T rack Ownership Disks) [2].
