For a normal game (3-5 players): 1. Assemble the gameboard [1]. 2. Place the Round-Tracker token on round 1 [1]. 3. Shuffle the Development cards to form a deck, then place it in its notch along the gameboard [1]. 4. Place the Resource cubes and Character tokens on their respective Supply spaces on the gameboard [1]. 5. Choose whether to play with side A or B of the Empire cards [1]. 6. Deal one Empire card to each player, ensuring everyone places theirs with the same side up [1]. 7. Lay out your cards in an organized play area, allowing sufficient space above your Empire card for constructed Development cards, and providing a Draft area for the current round and a Construction area [1]. For Solo mode (1-player): 1. Shuffle the Development cards and form 8 face-down mini-decks of 5 cards each (the Development Pools) [2]. 2. Form a deck from the remaining Development cards [2].
