Secret Hitler is played in rounds consisting of an Election, a Legislative Session, and an Executive Action [1]. **1. Election** * The President placard moves clockwise to the next player, who becomes the Presidential Candidate [1]. * The Presidential Candidate chooses a Chancellor Candidate by passing the Chancellor placard to any other eligible player [1]. (Note: The last elected President and Chancellor are "term-limited" and ineligible to be nominated as Chancellor Candidate) [1]. * Players may discuss the proposed government until everyone is ready to vote [2]. * Every player, including the Candidates, votes on the proposed government by revealing Ballot cards simultaneously [2]. * If a majority of players votes yes, the Presidential Candidate and Chancellor Candidate become the new President and Chancellor, respectively [2]. * If the vote fails (a tie or a majority "no"), the Presidential Candidate misses their chance to be elected, the President placard moves clockwise to the next player, and the Election Tracker advances by one [1][2]. **2. Legislative Session** * The President and Chancellor work together in secret to enact a new Policy [3]. * The President draws the top three tiles from the Policy deck, looks at them in secret, and discards one tile face down into the Discard pile [3]. * The President hands both remaining policies to the Chancellor at the same time [3]. * The Chancellor looks at the two tiles in secret, discards one tile face down, and enacts the remaining Policy by placing it face up on the corresponding track [3]. **3. Executive Action** * If a newly-enacted Fascist Policy grants a Presidential Power, the President must use it before the next round can begin [4]. * The President may choose to investigate a player by having them hand their Party Membership card to the President to check their loyalty in secret [4]. * The President may also execute a player by saying "I formally execute [player name]" [5]. (If the executed player is Hitler, the game ends in a Liberal victory; if not, the table does not learn if a Fascist or Liberal was killed) [5]. * After using any granted power, the President chooses a player to be the next Presidential Candidate by passing them the President placard [4]. * If the enacted Policy was a Liberal Policy or a Fascist Policy that grants no power, the next round begins with a new Election [4].
