When a 7 is rolled, no players receive resources [1][2]. The following steps occur: 1. Every player with more than 7 resource cards (or resource and commodity cards) must choose and discard half of them, rounding down [1][3][4][2]. Note that building city walls increases the number of cards you may hold before having to discard [5][4]. 2. The player who rolled the 7 must move the robber to the number token of any other terrain hex or to the desert [1][6][2]. In Seafarers scenarios, you may choose to move the pirate instead of the robber [7]. Moving the robber to a new hex prevents that hex from producing resources [1][6][4][2]. 3. The player who rolled the 7 steals 1 resource card at random from a player who has a settlement or city adjacent to the new hex [1][6][3][4][2]. If there are two or more players with buildings adjacent to the target hex, the player who rolled the 7 chooses which one to steal from [1][2]. In Seafarers scenarios, if the pirate is moved to a sea hex, you may choose to steal 1 random resource card from a player with a ship on that hex [7].
