To prepare everything before the first turn, follow these steps: 1. Each player must choose and discard one of their Citizen cards by placing it face up in a discard pile to the right of the Citizen deck [1]. 2. A player must pay the starting cost of the card (shown in the upper-right corner) to discard a card in this way [1]. 3. If a player is unable to discard any card because they cannot pay any of the starting costs, they discard any one Citizen card from their hand, ignoring the cost, but add 1 sick Citizen of the discarded Citizen card type instead [1]. 4. Each player starts the game with 4 Citizen cards in their hand [1]. 5. Place the Phase tracker card nearby with the Phase marker on the Action Phase space [1]. 6. Take the Scenario cards for the chosen scenario and place them in the Scenario display along the top-right edge of the map as indicated in the Scenario Book [1]. 7. Place any Scenario Trigger tokens on the appropriate spaces on the Round track, as shown on the Scenario cards [1]. 8. Place the Storm card for your chosen scenario face down to the left of the Weather deck [1].
