The game is played through several phases and steps. Based on the provided sources, the sequence of actions is as follows:
Planning Phase
1. At the start of the Planning Phase, each vassal's vassal marker is placed near the Iron Throne track.[1]
2. The highest players on the Iron Throne track receive a set of four vassal order tokens.[1]

6. All assigned orders are revealed by flipping them faceup.[2]
7. The player holding the Messenger Raven token may choose to perform one of the following: replace an Order token by swapping an on-board token for an unused one, or look at the top card of the Wildling deck and choose to place it on top or the bottom of the deck.[2] If used, the token is flipped to its faded side.[2]
Action Phase
The Action Phase resolves all orders assigned during the Planning Phase through the following steps:
1. Resolve Raid Orders: In turn order, each player resolves one Raid Order.[3] A player chooses one adjacent enemy Support, Raid, or Consolidate Power Order to remove.[3] If a Raid Order is used to remove an opponent's Consolidate Power Order, the player "pillages" the opponent, gaining one Power token and the opponent discarding one Power token to the Power Pool.[3]
2. Resolve March Orders: In turn order, each player resolves one March Order.[4] A player may move some or all units from the assigned area to adjacent areas.[4] If a player moves units into an area containing units of another House, combat begins.[4] If a player vacates an area, they lose control unless they establish control by placing a Power token on the vacated area.[4] This step continues until no March Orders remain on the board.[4]
3. Resolve Consolidate Power Orders: In turn order, each player resolves one Consolidate Power Order.[5] The player removes the token and gains one Power token from the Power Pool, plus one additional Power token for each Power icon printed on the area.[5] This continues until no Consolidate Power Orders remain.[5]
4. Clean Up: All remaining Support and Defense Orders are removed from the board, and all routed units are stood upright.[5] The Messenger Raven and Valyrian Steel Blade tokens are flipped to their available (non-faded) side.[5]
The Action Phase ends, and if it is not the end of game round 10, play proceeds to the next game round starting with a new Westeros Phase.[5]
