Because the sources provide different setup instructions depending on the specific version or expansion of the game being played, the setup varies:
For the base game (3 or 4 players):
1. Punch out all pieces from the game's punchboards, and insert empty frames under the vacuum tray to keep the tray flush.[1]
2. Each player takes 8 Camels and 1 Turn marker of their chosen color.[1]
3. Mix all 30 Tiles and place them randomly face up to form a 5 x 6 rectangle (the Sultanate).[1]
