1. Place all spice tokens in the Spice Bank.[1]
2. Shuffle the Spice Deck and Treachery Deck and place them face down next to the game board.[1]
3. Players choose factions, which can be done by using faction cards from the Prediction Deck to randomly determine what faction each player will play, or by having players randomly draw a card from the Bene Gesserit turn prediction cards and selecting a faction in the order of their drawn card, with the highest card choosing first.[1]
4. Players may swap factions with each other at this point if they wish.[1]
5. Players place their Player Marker on the player circle closest to their shield and seat at the table.[2]
6. (If playing as the Prediction advantage) After step 1 (Positions) in the Setup Phase, secretly predict when one other faction will win by placing a turn number card and a faction card from your prediction cards face down behind your Player Shield.[3]
7. When resolving battles, the First Player is named the aggressor and chooses the order in which they wish to fight their battles.[4]
8. The player to the immediate right of the First Player becomes the aggressor, and so on, until all battles are resolved.[4]
9. If three or more players are in the same territory, the aggressor picks who they will battle first, second, etc., for as long as they survive.[4]
10. A player must always play either a leader or a cheap hero card as part of their Battle Plan if possible; if not possible, they must announce that fact.[5]
11. Players with a leader or cheap hero may play a Weapon Treachery Card, Defense Treachery Card, or both by holding them against the wheel, or they may play no Treachery Cards.[6]
12. If a player's opponent played a Weapon Treachery Card and the player did not play the proper Defense Treachery Card, the player's leader is killed and cannot count toward their total.[7]
