The rules for taking a turn depend on the specific phase of the game:
General Role Card Turns
1. The player with the governor card begins the round.[1]
2. The active player takes one of the role cards and places it face-up next to their player board.[1]
3. The active player takes the action allowed by that role card.[1]
4. Following the active player, other players take the action allowed by that same role card in clockwise order until every player has taken the action once.[1]
5. The next player (the left neighbor of the previous card-taker) takes a new role card, places it face-up, and takes the action allowed by that card, with others following in clockwise order.[1]
6. This continues until all players have taken a role card and all players have taken the actions allowed by the cards taken.[1]
7. A player must always take a role card when it is their turn, though they may choose not to use the card's action or privilege (except for the captain).[1]
8. The action of a role card is always taken first by the player who took the card, followed by others in clockwise order (with the exception of the prospector).[1]
Captain Phase (Shipping Goods)
1. The captain is the first to load goods on the cargo ships.[2][3]
2. Other players follow in clockwise order from the captain.[2][3]
3. On a player's turn, they must load goods if they can.[2][3]
4. A player may only load one kind of goods on a turn.[2][3]
5. When loading a kind of goods, the player must load as many of that kind as they can.[2][3]
6. If a player has goods that can be loaded on several empty ships, they must choose the ship where they can load the most goods, leaving none behind if possible.[2][3]
7. If a player has several kinds of goods that can be loaded, they may choose which goods to load freely.[2][3]
8. A player may choose to use their wharf to "load" goods on an imaginary ship instead of a cargo ship.[4]
Trader Phase (Selling Goods)
1. The player who chooses the trader role may immediately sell one good to the trading house.[5]
2. Following the trader, each other player may sell one good to the trading house in clockwise order.[5]
3. The phase ends when all players have had one turn to sell or when the trading house is full.[5]
Settler Phase
1. The owner of an occupied hacienda may, before taking a face-up plantation tile, take an additional tile from the face-down stack and place it on an empty space on their island.[6]
2. The owner of an occupied construction hut may place a quarry on their island instead of one of the face-up plantation tiles.[6]
