Rococo is played over 7 Rounds.[1] Each Round consists of 4 Phases:[1]
Phase 1: Prepare for new Round [1]
1. If a player acquired the Queen's Favor in the previous Round, they return the Queen's Favor token to its space on the board in exchange for the Gold Thimble Start Player token; if no one acquired it, the Start Player remains the same.[1]
2. Remove any remaining Employee cards in the Hire New Employees display from the previous Round.[1]
3. Draw 4 new Employee cards from the top of the New Employees draw deck and place them faceup in the Hire New and New Employees display.[1]
4. In Rounds 1 through 6, the highest revealed Level number indicates the current Round (in Round 7, the deck is empty after the final four Level VI cards are placed).[1]
5. Fill empty spaces in the Resource display with new Resource tiles drawn randomly from the Resource bag and placed faceup from left to right; if the bag is empty, return used tiles from the discard area to the bag and mix them.[1]
6. Fill the Garment Design display with Garment tiles drawn randomly from the Garment bag; first discard any tiles in the 2 rightmost spaces from the previous Round, then shift remaining tiles to the right to fill empty spaces, and finally fill remaining empty spaces from right to left with tiles placed with the Design Pattern side faceup.[1]
Phase 2: Select 3 Employee Cards [1]
1. Each player simultaneously and secretly selects 3 Employee cards from their Employee supply (the facedown stack on the left side of the Player board).[1]
2. Beginning with the second Round and for the rest of the game, if a player has 0, 1, or 2 cards in their Employee supply, they must first take all remaining cards into their hand, then move all faceup cards from their Employee discard to the Employee supply to use this new supply to select enough cards to bring their hand up to exactly 3 cards.[2]
Phase 3: Perform Actions [3][4]
1. Beginning with the Start Player and following in clockwise order, each player in turn plays exactly 1 of their Employee cards in hand (as long as they have any).[4]
2. The played card is placed faceup in the Employee discard stack on the right side of the Player board.[4]
3. The player may then perform 1 Main action.[4] The available actions depend on the Employee's training level:
* Master: Can perform any of the 6 Main actions.[4]
* Journeyman: Cannot perform "Hire a New Employee".[4]
* Brass Thimble and Frame: Cannot perform "Hire a new Employee," "Claim the Queen's Favor," or "Tailor a Garment".[4]
4. After the Main action (or if forfeited), the player may use the Employee Bonus action depicted on the card.[4]
5. This phase continues until all players have played all cards in their hand.[4]
