The aim of the game is to have the most Victory Points (VP) at the game's end.[1] Players achieve this primarily by raiding Settlements, taking Plunder, and making Offerings to the Chieftain.[1]
Setup
1. Place the game board in the centre of the playing area.[2]
2. Shuffle all 71 Townsfolk Cards into one deck to form the Townsfolk Draw Pile and allow space for a Discard Pile.[2]
3. Shuffle all 16 Offering Tiles and stack them facedown to the side of the board.[2]
4. Turn over the top 3 Tiles, placing them faceup to the right of the Long House.[2]
5. Place all Valkyrie and Plunder (Gold, Iron, and Livestock) into the Black Bag and mix.[2]
6. Randomly draw and place the required number of items for each raiding space.[2]
7. Place all remaining Valkyrie and Plunder from the bag alongside the board to form the Main Supply.[2]
8. Place all White and Grey Workers on their required raiding spaces.[2]
9. Place 3 Black Workers in the Village at the Gate House, Town and Treasury.[2]
10. Place all Silver and Provisions to the side of the board in the Main Supply.[2]
11. Each player receives 2 Silver, 1 Black Worker, and 1 Ship Card in their chosen colour.[2]
12. Place 1 Score Marker of each player's colour on the '0' spaces around the board's edge.[2]
13. Deal 5 cards from the Townsfolk Draw Pile to each player; players must choose 3 to keep in their hand.[2]
14. The highest roller of two dice determines the starting player.[2]
Gameplay
Players take turns proceeding clockwise.[3] Each player starts and finishes their turn with 1 Worker in hand.[1] On a turn, a player may choose to either Work or Raid.[3] Every turn follows the same pattern:
1. Place a Worker in an available building (Work) or on a Settlement Worker Spot (Raid).[3][4]
2. Resolve the building's or settlement's action.[3][4]
3. Pick up a different Worker from a different building/spot and resolve its action.[3]
4. The turn ends after resolving the second action.[3]
Working (Village Actions)
Players place Workers in buildings to perform actions.[3] Some buildings have color restrictions.[3]
* Gate House: Draw 2 cards from the Towns/folk Draw Pile.[5]
* Town Hall: Play 1 Hand Card.[5]
* Treasury: Discard 1 card to gain 2 Silver, or discard 2 cards to gain 1 Gold.[5]
* Barracks: Hire 1 Crew Member by paying the required Silver.[5]
* Armoury: Lose 1 Iron to gain 2 Armour, or lose 2 Silver to gain 1 Armour.[5]
* Mill: A Black Worker gains 1 Provision; a Grey Worker gains 2; a White Worker gains 2 Provisions or 1 Gold.[5]
* Silversmith: A Black Worker gains 3 Silver; a Grey or White Worker gains 2 Silver.[5]
* Long House: Either lose 1 Livestock to gain 2 Provisions, or pay Plunder/Silver to take an Offering Tile.[5]
Raiding
To raid a Settlement (Harbour, Outpost, Monastery, or Fortress), players must meet requirements for Crew size, Provisions (and Gold for Monasteries/Fortresses), and the required Worker colour.[4] If raiding, players follow these steps:
1. Place their Worker on 1 of the Settlement's Worker Spots.[4]
2. Pay required Provisions and Gold to the supply (Note: Harbours do not require step 3).[4]
3. Roll the required dice and add the total Military Strength to determine any Victory Points gained.[4]
4. Receive additional Victory Points from Hired Crew.[4]
5. Pick up their new Worker and Plunder, adding it to their supply.[4]
6. Resolve any Valkyrie actions.[4]
End of Game
The game ends when any of these 3 conditions are met:[1][6]
1. Only 1 Fortress raid remains.[6]
2. The Offering Draw Pile is emptied.[6]
3. All Valkyrie are removed from the board.[6]
After the condition is met, the current player finishes any unfinished actions, and each player has one final turn.[6] Players then
