ROADS & BOATS is played in turns, and each turn consists of four phases.[1][2] In each phase, all players play simultaneously, unless a player requests that the order of play be determined.[1][3][2]
The phases of a turn are:
1. (Re-)production phase: All buildings produce goods.[1][2] Primary producers produce goods every production phase, while secondary producers produce goods only when fed the appropriate input goods.[1]
2. Movement phase: All players' transporters may move according to their abilities.[1] Transporters move goods from one tile to another to produce new goods or build new buildings.[1]
3. Building phase: Players may construct buildings on tiles where they have a transporter and the required goods.[1] Players may also build roads to allow transporters to move to new tiles, and walls to prevent other players from taking goods they want to use.[1]
4. Wonder phase: At the end of the turn, all players may contribute bricks to build a wonder.[1]
The game ends when a wonder is finished.[1] The winner is the player who has gathered the most wealth points, especially stock bonds.[1]
