The game is played through the following actions and mechanics:
Player Actions
* Exploring: Players move ships to explore sea regions.[1] To enter unknown waters containing an explorer, a minimum of 2 ships is required to enter simultaneously;[2] one of those ships is lost.[2] The player who first enters such a region is rewarded with an explorer and a cash premium.[1] The player also reveals the colony tokens in that region and receives a bonus from the bank equal to the price of the cheapest revealed colony.[3] It is not possible to explore more than one new sea region per turn.[3]
* Founding Colonies: A player may found one or more new colonies.[3] To do so, they must have at least one of their own ships in the same region and two workers in Lisboa.[3] The player pays the prices printed on the colony tokens to the bank and takes the tokens into their personal supply.[3]
* Building: Players may build new factories, shipyards, and churches by paying the respective prices printed on the chart to the bank.[4] Building requires a specific number of workers: 3 per new factory, 4 per new shipyard, and 5 per new church.[4] The player's total number of workers must be sufficient to cover all new buildings being built.[4]
* Recruiting Workers: Players can recruit new workers via churches.[1] The cost is 1 worker per church for 50 each, with more workers costing 100 in phase I, 200 in phase II, and 300 in phase III.[5]
* Taking Privileges: A player may choose one privilege from the gallery on the game board in return for losing one worker in Lisboa.[6] No more than one privilege token can be taken per turn.[6] A player cannot take a privilege if they have only 2 workers, as players must always have at least two workers in Lisboa.[6]
* Market Actions: Players may sell goods from their colonies on the market.[4] For each colony, one unit of goods may be sold.[4] For each unit sold, the player receives the current market price, after which the price marker moves down the market.[4] Alternatively, players can take goods from the market to process them with their factories.[4]
Game Progression and End
* Phases: The movement range of ships increases with phases: up to 1 region in phase I, up to 2 regions in phase II, and up to 3 regions in phase III.[5]
* Ending the Game: The game end is triggered when the sea region of Nagasaki has been explored or after the last building has been taken.[7] After the trigger, every player (including the one who triggered it) takes one final turn.[7]
* Scoring and Winning: Players count victory points (VPs) based on achievements such as colonies, factories, shipyards, churches, and explorers.[1] Additional VPs are earned for each worker, each ship, and every full amount of 200 Cruzados.[1] The player with the most victory points wins.[1] In the event of a tie, the player who currently holds the Navegador wins (or the next player in turn order if the Navegador is not held).[7]
