1. Choose a leviathan to face by flipping through the book and gather its set of cards.[1]
2. Choose a difficulty (Casual, Normal, Hard, or Expert) and place the purple cube threat marker on the matching space of the threat board.[1]
3. If choosing Hard, rotate the leftmost card 180 degrees; if choosing Expert, rotate the two leftmost cards.[1]
4. Place the story card near the map.[1]
5. If scenario cards are used, place them near the map and resolve any "Setup" instructions.[1]
6. Shuffle the 5 threat cards and deal them facedown in a row below the threat board, with purple halves upright.[1]
7. Each player chooses any character set and any class set.[2][3]
8. Set aside the two cover cards, then ensure you have all the action cards for each set.[2][3]
9. Shuffle the action cards from both sets together to create your deck.[2][3]
10. Each player takes 1 player board.[2][3]
