Commons Setup
1. Place the remaining tokens on the table, easily accessible to all players, to create the Supply.[1]
2. Place the Market board in the middle of the table, easily accessible to all players; for a normal game, place it with the side without icons showing, or with the side with the icon showing if playing with Trade Routes.[1]
3. Select a set of Commons cards (all cards without a Nation colour).[1] If playing with Trade Routes, you must use the cards with the icon in the $\text{H}$ Horizons Commons deck, which requires removing all cards with the icon from the deck.[1]
4. Sort all Commons cards by their banner colour.[1] If using nations and commons cards from different boxes, replace any $\text{C}$ cards that have the same name as a player's chosen nation with a random $\text{C}$ card from a different set of commons cards; if the replacement card shows a $\text{3+}$ or a $\text{4}$ and you are playing with fewer than the indicated number of players, or if it has the same name as a player's chosen nation, draw a different replacement card instead.[1]
5. Remove specific cards based on player count: remove all $\text{4}$ Commons cards if playing with three players, and remove all $\text{3+}$ and $\text{4}$ Commons cards if playing with two players.[1]
6. Place all $\text{C}$ cards face up below the icon on the Market board to create the Unrest pile, including any $\text{C}$ cards put aside by players during their player setup.[1] Leave space to the right of the Unrest pile for the Exile pile.[1]
7. Place the $\text{K}$ card King of Kings with the $\text{K}$ side showing, above the icon on the Market board.[1]
8. Shuffle the remaining Fame $\text{F}$ cards into a face-down deck and place it on top of the King of Kings card, perpendicular to it, to create the Fame deck; if playing with Trade Routes, shuffle the Welcoming $\text{W}$ card into the Fame deck.[1]
Solo Bot Setup
1. Choose a nation for the Bot and take all associated cards (based on the colour in the bottom left corner), placing them in a Bot area next to your Play area.[2]
2. Place the Solstice token between your Player area and the Bot area.[2]
3. Add any $\text{C}$ cards to the Commons cards and return any $\text{3+}$ and $\text{4}$ cards to the box.[2]
4. Place the Bot's $\text{P}$ card in its play area.[2]
5. Create the Bot's Dynasty deck by:
a. Sorting $\text{V}$ cards in victory point order and placing them in a face-down pile near the $\text{P}$ card, with higher value cards at the top (treating all $\text{V}$ $\text{V}$ cards as value 5 and all $\text{V}$ $\text{V}$ cards as the highest value; if values are tied, determine order randomly).[2]
b. Placing the $\text{V}$ card face up on top of the $\text{V}$ card stack.[2]
c. Shuffling the $\text{V}$ cards and placing them in a face-down stack on top of the $\text{V}$ card.[2]
6. Shuffle the remaining cards (the Bot's unmarked starting cards) and place one card face down below each Slot marker; the rest forms the Bot deck, which is placed next to the $\text{P}$ card.[2]
7. Find the oversized Bot State card for the nation you are playing against and place it next to the Bot's deck with the $\text{S}$ side face up.[2]
8. Provide starting Resources based on the Bot difficulty level.[2] If playing with the Trade Routes expansion, place the Merchants card beside their State card to indicate its Merchant state, and use the Trade Routes table.[2]
Solo Bot Setup Changes (Short Variant)
1. After setting up the Market, Exile the top 10 cards of the Main deck.[3]
2. Put the top 2 cards from your Nation deck into your Discard pile (except for Atlanteans and Inuit).[3]
