The game consists of 6 rounds, each executed in 5 phases:[1]
A. bills
B. action phase
C. parliament phase
D. statute phase
E. end of the round
During the action phase, players take turns in clockwise order starting with the starting player.[1] The sequence of a turn is as follows:
1. A player plays any one of their own character cards by putting it face up in front of them and carries out the appropriate action(s).[1]
2. If a player earns victory points, they record them immediately with their playing marker on the victory point path.[1]
3. The turn passes to the next player.[1]
This process continues until each player has played 4 cards.[1]
