In the Command Phase, the active player's turn involves the following sequence:
1. The active player rolls a number of dice equal to the number beside the battle plan's Order Rating icon.[1]
2. The player takes order tokens from the supply that match the dice results and adds them to any tokens carried over from the previous round to form an Order Pool.[1]
3. The active player draws cards from his Leadership deck equal to the number beside the battle plan's Leadership Rating icon, adding them to any cards carried over from the previous round to form a hand.[1]
4. Starting with the first player, each player in turn selects one of the following actions and executes it:[1]
* Use Order Token [1]
* Play Leadership card [1]
* Pass [1]
5. After a player performs an action, that player's turn is complete and their opponent becomes the active player to select an action.[1]
6. This process of selecting and executing an action is repeated until both players pass.[1]
Executing Actions:
* Using an Order Token:
1. The player discards the proper order tokens.[2]
2. The player decides whether the ordered unit will move and/or attack.[2]
3. All movement must be completed by the ordered unit before it attacks.[2]
4. If the unit is not attacking, its banner must be rotated to its inactive side after movement is complete.[3]
5. If the unit is attacking, the player must complete the movement of all units ordered during that turn before attacking with any unit.[3]
6. For each attacking unit, the player completes the Combat Sequence: Declare Attacker, Declare Target, Verify Line of Sight (LOS) and Range, Place Engagement Token (if necessary), Determine Attack Dice Roll, Attack Dice, Resolve Attack, and Rotate Attacker's Banner.[3]
7. After the combat, the player rotates the unit's banner to its inactive side.[3]
* Playing a Leadership Card:
1. The active player reveals the card they intend to play.[4]
2. The player selects a commander to play the card on.[4]
3. The player declares which commander is being used.[2]
4. The player pays any Command cost(s).[2]
5. The player moves one command token from his command board to the chosen commander's Commander card for each command resolved.[4]
6. The player declares all units to be ordered (all must be in the chosen commander's zone of control at the time of play).[2]
7. The player moves all ordered units.[2]
8. The player attacks with all ordered units.[2]
9. The Leadership card is discarded to the active player's Leadership discard pile.[4]
10. If the player wishes to use a tactic from the card's tactic box, they must show requirements are fulfilled and resolve the tactic either before or after all commands are resolved.[4]
* Passing:
1. A player can choose to pass instead of using an order token or Leadership card.[4]
2. Once a player passes, they can no longer use order tokens or Leadership cards until the next round.[4]
