To play the game, follow these steps:
1. Setup: Set out as many Survey Team cards as players, face up in the center.[1] For the first game, randomly give each player one of four preset 5-card hands (marked A, B, C, or D).[1] Shuffle the remaining cards to form a draw pile.[1] In later games, shuffle all cards and deal 7 cards to each player; players then choose 2 cards to discard face down, leaving an initial hand of 5 cards.[1] Place VP chips and Explore markers nearby.[1]
2. The Round: Players simultaneously place cards face down or place an Explore marker.[1]
3. Reveal and Place: Players reveal their cards and pay for them by discarding cards from their hand.[1][2] Players may choose one of the following actions:
* Place 1 development: Discard 1 fewer card when paying for it.[1]
* Place 1 world: After paying for or conquering it, draw 1 card.[1]
* Place 1 development and 1 world: Pay full cost and do not draw a card.[1]
* Place an Explore marker: Instead of placing cards, place an Explore marker and draw extra cards.[1] To do this, draw 2 cards, plus cards equal to the number of explore icons in your empire (including the 3 on the Explore marker), then discard cards equal to your explore icons for a net gain of 2 cards.[3]
* Note: A military world with a red outlined number must be conquered by having at least as many military icons as its defense.[2]
* Note: Certain cards (Colony Convoy or Military Convoy) may allow a player to place a second world.[2][3]
4. Scoring: Players score all empire cards.[1] Collect VPs for every card in your empire as shown on the card; some cards produce VPs based on specific icons, card types, or the presence of specific cards in your empire.[4] Put the round's VP chips beneath the card(s) or explore marker placed.[4]
5. Income and End of Round: If no one has 50+ VPs, players collect income and draw as many cards as their income.[1][4] After collecting income, players with more than 10 cards in hand must discard down to 10.[4] The next round begins.[1][4]
6. Winning: The game ends once any player has 50 or more total VP chips.[1][4] The player with the most points wins; if tied, the player with the most cards in hand plus total income wins.[4]
