1. If you wish to use any optional Game Changer cards, select one or more before starting.[1]
2. Decide which side of the board to use and place it on the table.[1]
3. Choose which theme packs to play (each player can choose one pack to include, or you can mix and draw Theme Randomiser tokens to choose them at random).[1]
4. Set aside the Theme Overview card from each theme pack.[1]
5. Give each player 20 coins, a yellow Gate card (placed face-up), a grey Loan card (placed face-down above the Gate card), and a double-sided Round & Scoring Summary card.[1]
6. Place half of the remaining coins at each end of the board.[1]
7. Separate the remaining cards by the design on their backs (red Park cards, green Event cards, etc.).[1]
8. Shuffle each pile separately.[1]
9. Place the red Park cards face-down on the board in the matching spot to form the Park deck.[1][2]
10. Place the green Event cards face-down on the board in the matching spot to form the Event deck.[1][2]
11. Place the blue Blueprint cards face-down on the board in the matching spot to form the Blueprint deck.[1][2]
12. Set the purple Showcase cards aside for now.[1][2]
13. Count out 4 white-and-red 'Unfair' City cards facedown into a temporary pile and put the remaining "Unfair" City cards back into the box without revealing them.[2]
