To setup the game, follow these steps:

1. Return city tokens with a D to the box.[1]

2. Return city tokens with a B to the box.[1]

3. Use the mini-map as the bonus marker section.[1]

4. Note that there is no capital city to start from.[1]

5. All players start with two sea colonists, placing one on each of the starting spaces between the islands.[1]

6. Place the remaining four colonists into the player's storehouse.[1]

7. Place the fish-market board next to the game board with the chosen side.[1]

8. Place 1 fish on each of the bonus marker spots instead of bonus markers.[1]

9. The remaining fish markers serve as a common, unlimited supply.[1]

10. The player that goes last receives the Præfectvs Piscatvs instead of the Præfectvs Magnvs.[1]
