To setup the game for 3 players, follow these steps:
1. Place the Game Board in the middle of the players.[1]
2. Place the Level Tiles on the four small spaces to the left of the white tower according to their respective levels.[1]
3. Place the End of Game Tile on the oval space above the 4.[2]
4. Turn the Balcony Tiles to the sides with Roman numerals and shuffle them.[2]
5. Turn over 4 Balcony Tiles (one I, one II, one III, and one IV) and place them on the Game Board to cover the appropriate Level of the tower of the appropriate color.[2]
6. Place the 5 neutral Seals to cover 5 Levels of your choice of towers (as long as they do not already have a Balcony Tile), ensuring two or three neutral Seals are set on the third and fourth Levels.[2]
7. Each player chooses 7 Seals of their chosen color and places their Small Seal in front of them to advertise their color; place any superfluous Seals back in the box.[3]
8. Determine the Starting Player: whoever was most recently up a tower is the Starting Player and receives 2 white Bricks.[2]
9. Proceeding clockwise, each other player receives one more brick than the player before (3, 4, or 5 white Bricks) and places them in their Storehouse in front of them.[2]
10. Place all other Bricks in the Pouch and mix them up.[2]
11. Each player takes one Construction Site, one Overview Card, and one of both types of personages (If...then/If...not and Do not/If...not), placing them in front of them.[2]
12. Turn over the top card of the Deck and place it on the leftmost space of the Card Row, then place subsequent cards in the second and third spaces until all six spaces of the Card Row are occupied.[1]
13. Place 4 Bricks drawn randomly from the Pouch on each of the six cards in the Row.[1]
14. Each player places their Prestige Marker of their color on the 0 (zero) space of the Prestige Tracker.[1]
