Each player takes a turn in clockwise order.[1] A turn consists of the following phases in order:
1. Choose a card (mandatory): You must choose exactly 1 of the 6 face-up Action Cards in the Card Row.[2] You must pay the Card Costs by withdrawing the corresponding number of Bricks from your Storehouse and placing one Brick on each Card Row card to the left of your chosen card.[2] You must pay these costs before you can take the Card and the Bricks.[2] Once paid, take the chosen Card along with the Bricks on top of it off the Game Board and place the Bricks in your Storehouse.[1] Depending on the card's symbol, you must play Event Cards immediately, put Personnel Cards into your hand, put Celebration Cards into your hand, put Building Cards in front of you face up, or place Church Cards on the Church Spaces face up.[1] After taking the card, move all cards to its right one place to the left, turn over the top card of the Deck to the rightmost field, and take 4 Bricks from the Pouch to place on the new card (or all remaining Bricks if the Pouch has fewer than 4).[1]
2. Exchange Bricks (optional): You may swap 1 Brick of your choice from a card in the Card Row for 3 Bricks from your Storehouse.[3] You may conduct at most one such exchange per turn.[3]
3. Build Towers (optional): You can use the Bricks in your Storehouse to build or expand Towers on your Construction Site.[3] You may build as many Towers as you like at one time, and you may add on at most 6 Bricks per turn.[3] You may use 2 Bricks per turn for free; any additional Bricks used must be paid as Construction Costs by moving the appropriate number of Bricks from your Storehouse to the Pouch.[3]
4. Tear down abandoned construction (mandatory): Any Towers on your Construction Site that were under construction at the beginning of your turn but were not worked on are considered abandoned and must be torn down.[4] You must place half of such towers' Bricks into the Pouch (rounding odd numbers up) and the remainder in your Storehouse.[4]
5. Fulfill Commissions (optional): [2]
6. Check Limits (mandatory): At the end of the turn, you must check the Storehouse Limit and the Card Limit.[5] If you have more than 10 Bricks in your Storehouse, you must surrender enough Bricks to the Pouch to bring your total to 10.[5] If you have more than 5 Action Cards (including Personnel, Celebration, and Building cards in play), you must discard enough Personnel and Building Cards into the discard pile until you have only 5 cards left.[5]
