Setup
1. Place the gameboard in the middle of the table.[1]
2. Shuffle all cards (except the two special cards) to form a face-down deck, then place the top three cards face-up on the table.[1]
3. Place the two special cards, Statue of Liberty and Superstar, face-up beside the deck.[1]
4. Place tokens beside the board.[1]
5. Put the six black dice in the middle of the table and keep the two green dice to the side.[1]
6. Each player chooses a Monster, takes its figure and Monster board, and sets dials to 10 Life Points and 0 Victory Points.[1]
7. Form a pool of Energy cubes.[1]
8. Shuffle Building tiles and form stacks of three, placing three stacks in each borough.[1]
Determining Order
1. Each player rolls the six black dice and the two green dice.[2]
2. Whoever rolls the most Attacks starts the game.[2]
Gameplay
1. Players take turns in clockwise order.[2]
2. At the start of a turn, a player may place their Monster in a borough of their choice, except Manhattan, with no more than two Monsters in any borough.[2]
3. On a turn, a player performs the following steps:
1. Roll the Dice: Roll the six black dice up to three times; the second and third rolls are optional and allow rerolling any or all dice.[2] (Note: Green dice are only rolled when a card allows it).[2]
2. Resolve the Dice: Mandatory step where symbols indicate actions; dice of the same type must be resolved before another type.[2]
3. Move: Generally optional, but sometimes mandatory.[2]
4. Buy Cards: Optional step where cards are purchased by spending Energy.[2][3]
4. A turn ends by passing the dice to the player on the left.[4][5]
Winning the Game
1. The game ends at the end of a turn if a Monster has reached 20 Victory Points and survived, or if there is only one Monster still in the game.[6][7][1]
2. The Monster with 20 Victory Points or the last survivor wins and is crowned King of New York.[6][7][1]
3. If all Monsters are eliminated in the same turn, nobody wins.[7]
