To setup the game for 3 players, follow these steps:
1. Place the main board on the table.[1]
2. Shuffle the Specialist Tiles to form the Specialist Deck, place it next to the board face down, and reveal the top five tiles, placing them on the appropriate spots on the board.[1]
3. Shuffle the building tiles to form the Building Deck, place it on the right of the board face down, and reveal the top five tiles to place in a row next to the board.[1]
4. Shuffle the Fleet Tiles, reveal five tiles to place on the first five light-colored spots of the Fleet Track at the bottom of the board, and place the remaining five tiles face down on the five dark-colored spots of the track.[1][2]
5. Shuffle the Culture Tokens and place them randomly on the board, face down, ensuring one Culture Token is placed per island.[2]
6. Reveal the Culture Tokens one by one and place a mountain tile under each mountain Culture Token before removing the empty tokens from the board.[2]
7. Each player receives 1 meeple of their color, 10 coins (3x “2” and 4x “1”), 1 player mat, and 8 Standard Buildings (do not use grey buildings).[2]
8. Shuffle the turn order meeples and place them at random on the first numbered spots above the Fleet Track.[2]
9. Sort the wooden boats by type and place them next to the board within easy reach of each player.[2][3]
10. Place the remaining components (Prestige Buildings, Sacred Ground Tokens, Coins, and Prestige Tokens) next to the board to form the reserve.[2][3]
