The game is played over several voyages.[1][2] Each voyage follows this sequence:
1. Auction the office of harbor master: The oldest player starts the auction with a bid of at least 1 PESO (or passes) for the first voyage; for subsequent voyages, the previous harbor master starts.[3] Bidding continues clockwise until only one player remains.[3] The winner pays their bid to the harbor cash box and becomes the new harbor master.[3]
2. Harbor master's official acts:
* The harbor master may choose to buy a share at the current black market value (minimum 5 PESOS).[4]
* The harbor master loads one ware on each of the three punts, choosing which ware to leave ashore.[4]
* The harbor master places the three punts in the water, determining their starting positions (spaces 0 to 5) such that the sum of the three start positions equals exactly 9.[4]
3. Accomplice placing and punt moving: The game alternates between accomplice placing rounds and punt movement rounds.[5][4]
* Accomplice placing: Beginning with the harbor master and continuing clockwise, each player takes turns placing one accomplice on any vacant accomplice space and pays the amount shown on that space to the harbor cash and box.[5] A player may refrain from placing an accomplice, but if they do, they may place no further accomplices for that voyage.[5] (In a three-player game, there are two accomplice placing rounds before the first punt movement round, followed by three rounds of alternating placement and movement).[5][4]
* Punt moving: The harbor master rolls three dice that match the wares loaded on the punts and moves the punts forward based on the rolls.[6] Punts moving past space 13 arrive at the destination port.[6] Punts that do not reach space 13 after three moving rounds are placed in the shipyard.[6]
4. Profit distribution and value changes: Players receive profits for successful accomplices.[2] Wares that reach the port increase in value by one on the black market table.[7][2]
Game End and Winning
* The game ends as soon as one ware value reaches 30.[7][2]
* The winner is the player with the highest fortune, calculated as PESOS plus shares minus any unpaid credits.[7]
