When you use a bird with a "Round End" power (teal), you may resolve your birds' powers in any order if you have more than one bird with a teal 'Round End' power [1][2][3]. Additionally, the Oriental Bay-Owl specifically allows you to activate the brown 'when activated' powers of your birds in any order when its "Round End" power is used [4].
