Setup
1. Flip the 6 Neighborhood boards to the appropriate side based on player count: 2 players use all A sides; 3 players use 4 A sides and 2 B sides; 4 players use 3 A sides and 3 B sides.[1]
2. Arrange the 6 Neighborhood boards randomly in a 2x3 grid to form the map.[1]
3. Place the Score Board and 2 Market Strips alongside the map.[1]
4. Shuffle Building Plan tiles into two groups based on their backs.[1]
5. Stack LEVEL 1 tiles face-down by the draw area on Market Strip Level 1 and lay out 9 tiles face-up.[1]
6. Repeat this for LEVEL 2 tiles and Market Strip Level 2.[1]
7. Sort cubes into color piles, removing specific amounts based on player count: 2 players remove 25 cubes of each color; 3 players remove 13 cubes of each color; 4 players use all cubes.[1]
8. Sort meeples by color and place them near the boards.[1]
9. Place Wild Tokens near the boards.[1]
10. Shuffle Ad tiles face-down, select 3 randomly, and place them face-up on the score board.[1]
11. Shuffle Target tiles face-down and deal 2 to each player; players keep these hidden.[1]

Game Turn
A player's turn consists of the following 4 phases:
1. PREP: Roll your active meeples in your rolling box.[3] If you have 10 or fewer meeples, roll all of them; if more than 10, choose 10 to roll.[4][5] Re-roll any meeples that land outside the box or in an unclear position.[4][5] Take out any "Working Hard" or "Working Steady" meeples and place them on the table; if more than half of your active meeples are "Exhausted," re-roll them until at least half are "Working Hard" or "Working Steady".[4]
2. RISK: Choose to push your luck or pass.[3]
3. MAIN: Resolve your roll, construct buildings, and buy 1 new Building Plan.[3] During this phase, you may add any number of cubes you've gained to your Building Plan tiles to complete them.[6] Once a building is complete, you immediately score the listed Victory Points, gain any depicted meeples (which become non-active), and place an ownership marker on the tile.[6]
4. CLEANUP: Lose any unspent cubes, refill the market by sliding tiles down the Market Strip, and refill the top of the strip from the draw area.[7][3] Your turn ends, and the next player in clockwise order begins.[7][3]
Game End and Scoring
1. The game is triggered when all cubes of 1 or more colors have been constructed in buildings on the board.[8]
2. Finish the current round until the last player in turn order has completed their turn, then complete 1 more full round so all players have an equal number of turns.[8]
3. Score the 3 Ad tiles on the score board.[8]
4. Each player chooses 1 of their 2 Target tiles to score, revealing it and discarding the other.[8][1]
5. Players score for any unused Wild Tokens.[8]
6. The player with the most VP wins; ties are broken by the player with the most meeples.[8]
