1. Place one worker on an unoccupied Action Space on the mainland, or in rare cases, on an Active Breaking News card.[1][2]
2. If an Action Space incurs a cost, you may not assign a worker to that space if you do not have the required resource.[1]
3. If playing as Synth, roll two rampage die and refer to the chart to resolve actions.[3]
