How do I setup the game?

Answered counted as answered

To setup the game, follow these steps: 1. Place the board in the middle of the table [1]. 2. Choose a contiguous playing zone of connected areas depending on the number of players [1]. 3. Each player takes 50 Elektro, a payment summary card, and all 22 houses of one color [1]. 4. Each player places one of their houses on space 0 of the scoring track for connected cities [1]. 5. Randomly determine the player order by placing one house after the other on the top row of the player order track [1]. 6. Place the remaining resource tokens as a supply near the resource market [2]. 7. Place the money, separated by value, next to the game board [2]. 8. If playing the USA map, place a storage space for coal next to the resource market; at the start of the game, this space is empty as all coal tokens are placed on the spaces of the resource market [2]. 9. Place the appropriate resource refill summary card next to the resource market [2]. 10. Shuffle the pile of power plant cards with a plug on the back (numbered '03' to '15') [2]. 11. Draw the top 8 cards from the shuffled plug-back pile and place them face up on the power plant market [2]. 12. Sort these 8 cards in ascending order by their numbers [2]. 13. Place the four smallest cards in the top row of the market (the current market) in ascending order, left to right [2]. 14. Place the remaining four cards in the bottom row (the future market) in ascending order, left to right [2]. 15. Take one more power plant card with a plug on the back and set it aside [2]. 16. Set the 'Step 3' card aside, then shuffle the power plant cards with a socket on the back [2]. 17. Randomly remove some power plant cards with plugs and sockets on the back (depending on the number of players) and place them face down in the box without looking at them [2]. 18. Shuffle all remaining power plant cards together and place them as a face-down stack next to the power plant market, with the plug on the back indicating the top card is a weaker one [2]. 19. Place the 'Step 3' card face down under the supply stack [2]. 20. Take the power plant with a plug on the back that was set aside in step 15 and place it face-down on top of the supply stack [2]. 21. Place the auction hammer and discount token next to the power plant market [2]. 22. If playing with The Trust, provide a space for it next to the game board; The Trust receives 16 houses of its own color plus one additional house for player order, but no money [3]. 23. For a two-player game with The Trust, randomly determine the first player and place one of their houses on space 1 of the player order; place the house of the other player on space 3; The Trust is always second in player order [3]. 24. If playing with The Trust, choose 3 adjacent areas for the playing zone [3]. 25. For a two-player game with The Trust, place 6 houses of the Trust on the number 10 spaces of 6 adjacent cities by having the starting player place one house in any city of their choice, followed by the other player placing 2 houses (one at a time) adjacent to an already placed Trust house, then the starting player placing 2 more, and finally the other player placing the last house [3]. 26. Place the remaining 10 houses of The Trust as a supply next to the game board [3].

score = the fused retrieval score (reciprocal-rank fusion over the search arms) — NOT a cosine similarity. How many arms fused this ruling was NOT RECORDED (it predates the boost trail, ran on the path that stored none, or stored one that could not be read), and the ceiling depends on that count (ceiling = arms/(k+1) at k=60): 2 arms top out at 0.03279; 3 arms top out at 0.04918. So a score above 0.03279 here is not an anomaly: it is arithmetic proof a boost arm voted, and the measured band 0.016–0.033 (taken on two-arm asks) is what does not apply. A chunk only one arm ranked highly lands near 0.016 (that one arm's #1 vote), so 0.03 here is an excellent hit, not a 3% match.

per-arm ranks (the rank each search arm gave a chunk): NOT DISCLOSED by the gateway. Fusion happens gateway-side and only the FUSED score crosses the wire, so rulesage cannot show them without a gateway change. The rank column below is the FUSED rank (position in the returned list), which is real.

token count per chunk: NOT DISCLOSED — chunk token counts are not reported on the ask path. The character counts below are of the bounded snippet/quote rulesage actually received — a real measurement of what we hold, never an estimate of the chunk.

watchdog
first-token watchdog: 30s per arming window (rulesage.table.first-token-watchdog-seconds), re-armed once by the passages frame — so the worst case before a reader falls back to polling is 60s. Whether it actually fired is a BROWSER-side decision that never reaches the server, so it is not recorded here. The stream path above is the server's half of that story: whether a delta was emitted at all.
num_ctx · think posture
both are the CHILD's settings, not rulesage's, and no ask reply carries them — an answer never states which context window or think posture produced it. The live-seat line above reads them from the running child instead, where the gateway can answer for itself; it describes the child NOW, not this ask.

this game registers NO errata cards (edition 25), so "no registered errata card matched" above could never have matched one

Errata scope: the gate above matched this ruling's own edition only. When an ask also reads an expansion, that expansion's own registered errata cards stay outside the match — a stated phase-1 limitation, not a failed lookup.
